Fluor Corporation has announced its selection by America First Refining (AFR) to carry out the front-end engineering and design (FEED) for a large-scale refining facility in Brownsville. Notably, this will be the first new refinery built in the United States in over 50 years.
Fluor will recognize the undisclosed contract value in the first quarter of 2026.
The facility will utilize proven, commercially established technologies to efficiently and cleanly convert American shale oil into gasoline, diesel, and jet fuel. Once completed, the refinery is expected to process over 60 million barrels of domestic crude annually, strengthening energy resilience while supporting cleaner fuel advancements.
