TA’ZIZ has awarded a $1.99 billion Engineering, Procurement and Construction (EPC) contract to China National Chemical Engineering & Construction Corporation Seven, Ltd. (CC7) to build the UAE’s first, and one of the world’s largest, integrated single-site polyvinyl chloride (PVC) production complexes.

Announced during ADIPEC, this milestone contract underscores TA’ZIZ’s commitment to driving industrial growth, strengthening local supply chains, and enabling new value creation opportunities across the UAE.

Situated within the TA’ZIZ industrial ecosystem in Ruwais, the facility will produce 1.9 million tonnes per annum (mtpa) of PVC, ethylene dichloride (EDC), vinyl chloride monomer (VCM), and caustic soda. These essential chemicals will cater to growing demand across industries such as construction, infrastructure, packaging, and healthcare—both domestically and globally. The project is slated for completion by Q4 2028.

Localizing the production of vital chemicals like PVC and caustic soda will enhance industrial resilience, create in-country value, open new downstream manufacturing avenues, and deliver lasting economic benefits to the nation.”

This development follows recent EPC awards for ammonia and methanol facilities at TA’ZIZ, accelerating progress on Phase 1 of the 4.7 mtpa ecosystem—one of the largest integrated chemical platforms in the GCC. Upon completion, the PVC complex will position TA’ZIZ as the region’s foremost producer of PVC, EDC, VCM, and caustic soda. To put it into perspective, annual PVC output will be sufficient to manufacture water pipes for 10 million homes.

Phase 1 of the TA’ZIZ ecosystem is projected to contribute $50 billion (AED 183 billion) to the UAE economy and generate around 20,000 construction jobs and 6,000 operational roles over its lifespan. The platform will empower local manufacturers to produce hundreds of new downstream products for the first time—advancing the UAE’s industrial strategy and ADNOC’s ambition to rank among the world’s top three chemical producers.
